Federal Funds Policy

 

A Local Education Agency (LEA) may use federal funds only to supplement and to the extent practical, increase the level of funds that would, in the absence of federal grant funds (Title 1; Special Education, etc.) be made available from non-federal sources.
 
The Franklin Public Schools (LEA) complies with all requirements of federal law regarding the administration of federal grant monies to assure that such funds supplement, but do not supplant funds derived from state and local revenue sources.
 
The Franklin Public Schools (LEA) reviews and monitors grant expenditures on a monthly basis and complies with all federal, state and local regulations and audit requirements.  The Franklin Public Schools applies appropriate accounting and reporting practices with respect to grant management.
