WHAT IS TITLE I?
Title I is a federally funded program that provides Franklin with federal money to assist children in the area of reading readiness/language arts and early numeracy (math). Franklin’s Title I goal is to assist in building confident readers and mathematicians by supporting core instruction and the development of basic literacy and math skills around students’ strengths, interests, and creativity.
 
WHERE IS TITLE I MONEY SPENT?
The Helen Keller and Parmenter Elementary Schools are able to offer literacy support services to students in kindergarten, grade 1, and grade 2 and early numeracy in kindergarten through federal Title I monies.
 
WHY IS TITLE I SUPPORT RECOMMENDED?
Some children benefit from additional individualized attention and support in order to reach their full potential. Title I provides this added personalized support to help students become confident and competent readers and mathematicians.
 
HOW DOES TITLE I WORK?
Title I students are referred by their classroom teachers and receive additional instruction in reading/language arts and/or early numeracy for approximately 30 minutes up to four times per week. Students often receive this support in their classroom but at times a pull-out model of instruction may be used. Title I support is designed to complement students’ core instruction.  Classroom and Title I teachers work collaboratively to identify focus areas and coordinate instructional support.
 
WHAT IS PARENT INVOLVEMENT?
Federal law requires that parents be involved in the planning of Title I programs and that Title I schools offer parent involvement activities to enhance their child’s learning. Each fall the Parmenter and Helen Keller Schools offer a Title I workshop to inform parents of their child’s support services, seek input in revisions to the district/school parent involvement policies, and request feedback on how the program can best support their child. In May, the Title I department distributes a parent/guardian survey. Parent/guardian feedback is an important component of the yearly Title I program evaluation process. 
 
Title I teachers will provide families with materials such as books, games and activities for home use. These materials are sent home weekly with your child and are expected to be returned for other families to use. Additional Title I resources are available on school websites.
 
Children learn best when their parents/guardians are involved. Learning takes place everywhere – in the classroom, in the living room, in the kitchen, and in the community. Throughout the school year parents/guardians will have opportunities to work with teachers to support their child’s learning.
